This to have been done [ past tense ] to the author's point of view.  This makes this review extremely relevant to apply as a "control posting review" onto evaluating the entire agency to client interfaces applied in a national scope focused understanding.  This would be region to region,  

This employee based "control review" is made in defense of clients to an understanding of what are agency responsibilities of these harming outcomes at the hands of the CEO, officers, and the board of director's wrongdoing.

Taken that there is a similar theme in cross-regional to region review postings on Glassdoor and elsewhere, defined by the construct of advisory concerns of other author's views to Stay Away, Run As Far and As Fast Away As You Can, etc.  

This binds these reviews from the control point forward into an argument that the CDC themselves are at fault for this lack of oversight to not be on the ball with agency interactive exchanges and policy enforcement and auditing reviews and operational adherence to an auditing and truth reliance of these time period assessment data reporting that is within the checks and balances of the Ryan White Care Act policy procedures that should have been done properly. Everything run-a-muck left to become a nightmare of chaos rather than the intentioned supportive care function onto the target population of concern, care, support and betterment quality of life outcomes for person's living with HIV/AIDS in the United States of America.
